OGC Mandate for Change - September 2009
OGC have published the project requirements for an update to the ITIL® core publications
The core guidance will be updated in response to issues raised via the Change Control Log and from criticism of inconsistencies in both the content and structure of the five titles. The update will include corrections to the manuals based on responses to issues raised in the Change Control Log, such as clarification of diagrams and concepts, and other general incremental improvements.
Additionally, user feedback and feedback from the training community indicate that the Service Strategy publication is difficult to understand. The text needs to be made more accessible by using simpler language, so that all the concepts remain the same but are explained in a clearer manner. The readability is to be improved by a technical edit that will involve rewording but not necessarily rewriting the whole text.

ITIL v3 Bridging Package
Fox IT have announced a new ITIL v3 Bridging Package. This is a 5-day single organisation package of training, facilitated workshop and assessments, designed to assist organisations in understanding and implementing best practice IT Service Management, as documented in the new Service Lifecycle version of ITIL.
Moving to ITIL v3
As you may well be aware, a decision was made in 2005 to refresh or update the current version of ITIL® (the IT Infrastructure Library). After a wide consultation process the messages that came across were that there were plenty of things right with ITIL but that it could be improved in some areas. The big difference in the overall design was the move from a process based structure to a service lifecycle structure.
The first draft of the 5 core books in the lifecycle has been produced and internal QA completed by the ITIL Advisory Group . The publications have been passed to a selected international QA panel for wider review and the following Fox IT people were selected by TSO to be involved in this international QA panel:
- Steve Ingall
- Lynda Cooper
- Rob Young
- Ian Bevan
- and, of course, Vernon Lloyd.
The next stage is for the authors to consider the review comments and amend the publications accordingly before sending the books to the TSO copy editors for a final edit before publication.
New Format
The first book in the lifecycle is the Service Strategy which looks at the overall business aims and expectations ensuring the IT strategy maps onto these.
The second book is Service Design which starts with a set of new or changed business requirements and ends with the development of a solution designed to meet the documented needs of the business.
The next book is Service Transition which is concerned with managing change, risk & quality assurance and has an objective to implement service designs so that service operations can manage the services and infrastructure in a controlled manner.
The fourth book in the lifecycle is Service Operation which is concerned with business as usual activities.
The final book is Continual Service Improvement which has an overall view of all the other elements and looks for ways that the overall process and service provision can be improved.
Fox IT Involvement
Fox IT played a significant role in the ITIL v3 refresh, providing a lead author in Vernon Lloyd and 4 members - Ian Bevan, Steve Ingall, Lynda Cooper, and Rob Young - of the QA team.
Following a strenuous bid and evaluation process the The Stationery Office (TSO) and the Office of Government Commerce (OGC) announced that Fox IT’s Vernon Lloyd had been appointed as one of the lead authors for the Service Design module.
Vernon comments – “The evaluation team received a large number of impressive bids from a wide range of consultancies, all with strong credentials. I am pleased that our bid was seen to be the strongest contender and that we have been awarded the contract.”
Steve Ingall, Fox IT’s Managing Director adds – “As a company we have been involved with ITIL and Service Management since its inception. This award underlines the experience and commitment we bring to ensuring that ’best practice’ continues to be at the forefront of our service offerings.”
